This chapter first outlines the policy tools available to Congress, in order to provide context for the exploration of policy options. Brief descriptions of regulatory, subsidy-based, and informational policy tools are presented. After introducing the tools, a variety of specific policy options that utilize those tools are explored, along with their potential impacts.
