This technology assessment concludes with an examination of eleven priority
policy options available to the Congress to help bring about sustainable water
management in the United States. The policy options are called ``priority''
because they are identified as those most likely to be highly effective or
cost-efficient in acheiving national water resource sustainability. These
policies were developed through a synthesis of the information presented in the
following chapters, along with an understanding of the type of policy tools
available to the Congress. The priority policy option are analyzed in terms of
their anticipated first-order and higher-order policy impacts.
